Sanctuary is comprised of two main divisions: Inner Sanctum and Outer Circle. It was founded on May 5, 1989 when the Inner Sanctum officially formed. The Inner Sanctum is comprised of two and only two members: Bones and Czechm8, and they are considered one and the same. The Inner Sanctum comprises the core and nerve center of Sanctuary, and was originally established as one really cool applicaton of their friendship. If the Outer Circle is ever gone, Sanctuary will not because the Inner Sanctum will never perish.

The Outer Circle consists of the other members of Sanctuary, known as Outer Circle Operatives, or OCOs.The first OCO was inducted in mid May 1989. Since then, Sanctuary has expanded to over 40 members in over 7 states and 3 countries, and is still growing today.

The Outer Circle itself is divided into smaller divisions, some with a special purpose, where OCOs with important talents can use them best. Divisions include General Division (GenDiv), where any OCO is found; Art Division (ArtDiv), for artists, poets, etc.; Computing Division (CompDiv), for hackers, programmers, etc.; and so on. The most important Division is Counseling Division (CounsDiv). This is because the whole essence of Sanctuary is a retreat where people inside and outside of Sanctuary can run for help, comfort, companionship, and so on. Its importance cannot be stressed enough.

The official language of Sanctuary is Fighterspeak and it gives rise to the concept of a callsign. A callsign is given to every member or anyone else who has some recognizable significance to Sanctuary. Generally speaking, a callsign is a cherished badge of arrival into Sactuary's recognition. Callsigns are normally bestowed by Inner Sanctum by a unanimous vote of entropy, but this is not a strict rule. There are three general guidelines for determining a callsign. In order of descent, they are:

  1. A play on the name
  2. A play on their description
  3. An event involving the subject better forgotten
Callsigns are almost never chosen by the subject, but some are. Often the more one hates the callsign, the more it sticks. Callsigns are only changeable by Inner Sanctum, or if the subject has proven that privilege, but in any case, changes are rare.There is a reason or story behind each callsign. There is no formal entry or initiation into Sanctuary, but OCOs are always unanimously approved by the ISMs. Being an OCO is not by any means an elitist thing, it is a mutual and given understanding. Once in Sanctuary always in Sanctuary.

One of the pivotal concepts in Sanctuary is Entropy, the tendency for all things to go to disorder. This is a recognized theme in Sanctuary. It is one of life's rulers, but it serves its purpose in Sanctuary by merely allowing it to be acknowledged as the Yin to our Yang, and a beauty in itself.

Sanctuary is committed to providing relief in some form, and will continue to be. In the mess of life in which we are all sinking, it is the least anyone can do. People do not have to sink alone.
